Voluntary technical priorities - not mandatory rules

Why the timing matters

AISI says frontier-AI risks can emerge during training, internal use and evaluation, before a model reaches the public. Its 12 October publication argues that technical oversight needs to cover those stages as well as release decisions. [1]

The proposed direction

Priorities include documenting risk, testing oversight mechanisms, responding to agent incidents and enabling independent evaluation. AISI also describes difficulty keeping evaluations relevant as capabilities improve. It explicitly says it is contributing to voluntary best practice rather than mandating requirements for developers. [1]

ADM perspective

For an internal agent pilot, make the deployment boundary concrete: allowed tools, permitted destinations, escalation triggers and evidence retained. A model being unreleased does not make the workflow consequence-free.
